The Individual Investor Programme of Malta is a government scheme in which foreign nationals, who are not citizens of the European Union, can acquire the citizenship of Malta through an investment programme. Since the program was established in 2014 over 100 individuals have already applied.
The application process and fees are very straightforward. However, the application of, and the fees for acquiring the citizenship do not come cheaply, and application requirements are strict.
Who can apply?
Everyone who is over the age of 18 can apply. However, the government will perform thorough checks of the individual to ensure that they have a good reputation and are in good standing. A four-tier due diligence process is carried out over the course of the application. For example, all applicants must have a clean criminal record, and checks are being conducted with Interpol and other authorities. The applicants will also have to provide a police conduct certificate. Furthermore, the applicants need to be in good health, and not suffer from any contagious diseases.
What does it cost?
When applying, a non-refundable deposit of €10,000 has to be paid. In case the applicant is accepted the main fee of €650,000 has to be paid. Most of this fee is a mandatory contribution to the national fund of Malta. If the applicant also wants their spouse or children to be part of the residence programme, a further €25,000 will have to be paid for spouses and children under 18. Unmarried children over 18, but under 27 and grandparents will be charged with a fee of €50,000 each. On top of this other fees, such as due diligence fees occur. In case the applicant is rejected after this point, he/she will not be reimbursed the due diligence fees.

However, once you are a citizen of this EU member state you can move freely with in the whole of the EU and settle anywhere you like.
